In recent years due to the entry of speculators, land values have appreciated to high levels and scores of private builders and property developers have entered the urban housing market to an appreciable visible level in Kochi. The market forces, into which certain malpractices and social evils have also crept in, mostly govern the property values. As such, the private builders’ housing activities is generally of high cost and does not cater to the low-income families.
There is a great need to regulate the private housing market to avoid profiteering and to check transactions involving black money, which should receive priority attention of both the state and the national government. Private builders can play a very useful role in housing development, if they could be brought into the main stream of housing activities with the support of the state government and the public sector agencies by obtaining land at a reasonable price, financial support at lower interest rates and building materials at affordable costs and housing services at reasonable rates.
